Planning Your ROM in Singapore? Here's Everything You Need to Know About the Registry of Marriages

Congratulations on your upcoming marriage!

As someone who have gotten married recently, I know that navigating the legalities can feel overwhelming amidst all the joyous planning. But worry not, this guide will be your one-stop shop for understanding the ROM (Registry of Marriages) process in Singapore.

Decide Your Venue & Date

First things first, decide on your ideal ceremony location.

  • ROM Building at Fort Canning: This is the classic and convenient option. Solemnizations are held during weekdays (excluding public holidays) within office hours.
  • Offsite Solemnization: For a more personalized touch, you can choose a venue of your choice – a restaurant, a historical site, or even your own home! Just remember, this requires a licensed solemnizer to officiate the ceremony (more on that later).

Once you've settled on the venue, choose your special date. Remember, this needs to fall within the timeframe allowed by ROM, which we will discuss below.

Your Solemnizer

A licensed solemnizer is an essential part of your ROM journey! These are volunteers who officially pronounce you husband and wife.

Two Witnesses

Don't forget your trusty witnesses! They must be above 21 years old and be physically present during the ceremony.

Seal the Deal: Submitting Your Marriage Application

The big step! Submitting your marriage application can be done as early as 6 months in advance, but no later than 21 days before your chosen date. Here's how:

  • Online: This is the quickest and most convenient option. You'll need a Singpass account (either the bride or groom's) and a credit card for payment. You can start the process here.
  • Onsite Internet Kiosks at ROM Office: Head down to the ROM office with your documents and utilize their kiosks for application submission with NETS payment.
  • Citizen Connect Centres (CCC): Another alternative for in-person application with assisted service.

Documents to Prepare:

  • Payment method (credit card for online or NETS for kiosks)
  • Identification documents for you, your spouse-to-be, and both witnesses (NRIC for Singaporeans/PRs or Passports for foreigners)
  • Solemnizer's consent form (if your ceremony is offsite)

Once you submit your application online, remember to print a copy of the payment receipt and the "Summary of Notice of Marriage".

Afterwards, ROM will schedule an appointment with you to verify your documents. If both of you are eligible, this can even be done conveniently online!

Tie the Knot!
